Why should it be called a public library – a library that serves the general public, somewhere that ist everything to everyone – when libraries only serve a small section of the population? In this situation [das vorrangig die gebildete, weisse Mittelklasse in Brasilien die Bibliotheken benutzt] there are two alternatives: either the community should be segmented and high quality work should be done for the benefit of a specific section of the public, or we should be modest and change the name from public library to library for a small group of students who wish to photocopy encyclopaedias.
